Historically, teaching quality has been evaluated using a more traditional approach whereby senior and middle leaders observe practice through previously announced formal observations and thereafter the teacher receives verbal and written feedback outlining their strengths and targets. This model, whilst serving the purpose of urgently improving teaching quality and allowing school leaders to identify areas of improvement and thus plan for Individual, department and whole school professional development, only allowed teaching quality to develop to a point where teachers plateaued and were not able to evolve further. The model was also flawed in that previously arranged observation of practice encouraged the majority of teachers to only show best practice when being observed.
